Zero out my app account

I have a remaining balance in app store 0.97$ which I cannot spend to change my country region. How can I spend it or get rid of it?

Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
