after update ios 12.1.4 text messaging not working anymore on iPhone 5S

Since I upgraded my iPhone 5S to iOS 12.1.4 simple text messaging (SMS) is no longer possible: I can still receive text messages but can no longer send them.

iMessage is still possible (with 4G of WifI available of course)

Apple, please quickly fix this bug.
