Outline Text on Pages for iPad

If you have access to Pages on the Mac I suggest you create some text and make it OUTLINE. Then select it an create a Character style based on the selected outline text.

Save the document and open it in Pages on the iPad. The new Character style will be available in that document. I have not experimented with creating a template including the added OUTLINE style - I will leave that to you.

Can you explain what you mean by outline text? are you referring to something like the outline view feature in word? Or outlines like section 1(a)i list type outlines? Or are you talking outlines like graphics?
