Why can’t I view my minor child’s purchases on family sharing?
I stopped receiving approval notices for my child’s purchases and downloads and I don’t know what happened. How do I fix it?

Is 'ask to buy' still enabled on their account (that only applies to new purchases, not redownloads) : Request and make purchases with Ask to Buy - Apple Support ? If it is, and assuming they are under-18, have you tried toggling it off and back on ?
