Double click on iPhone 10 ALWAYS shuts down phone
When I try to open wallet or change info in wallet by double click on side button, it ALWAYS just shuts down the phone

The way to open the Wallet app is the same way you would open any other app. Click the "Wallet" icon on your home screen.
You would only double-click the side button when prompted to do so by using the Wallet app; e.g., when performing an Apple Pay transaction.
