You can drag just about anything to the menu bar in Finder.
From Finder Applications/Utilities/Keychain Access.app
drag and drop on the menu
Like wise you can drag any app to the Dock.
The upper right menubar on top of your display is reserved for special menulets, and common apps like "Keychain" cannot be placed there.

I was referring to the menu bar at the top of the screen not finder. We used to be able to add the keychain access on the right hand side through preferences.
It was possible in earlier OS, not in Mojave

It is possible to have the Keychain icon in the dock:
Open Keychain and you'll see the icon in the dock. Right-click on it , click on 'options' and choose 'show permanent in dock'
