WiFi keeps turning back on

iPhone XS Max with iOS 12.1.4 when WiFi is turned off in settings it keeps turning back on. Any ideas how to fix this issue?

Are you turning in off in Control Center or in Settings? The button in Control Center only disconnects from the current network, it does not turn off Wi-Fi. If you are going to Settings/Wi-Fi and turning Wi-Fi off there it should stay off. If it doesn't there is something wrong with the phone.
