I cannot merge a calls on my iphone x?

the service is active and when I click on merge calls conference call is activated but the UI is showing one person on hold and other as active.

i am able to do conference call but the UI is not updating.

Request of any known fix for this. Using iOS 12.1.4

Conference calls (merging calls) may not be available if you are using VoLTE (Voice over LTE).

Go to: Settings > Mobile / Cellular > Mobile / Cellular Data Options > Enable LTE - turn Off or Data Only.
