Mail preferences

When I select Mail preferences, all I get is the attached window pop up. Does anyone have an idea as to what may be wrong?

So back in your original account...
Can you path to your user Library
Firstly, remove the email accounts (assuming you have any in there) and quit Apple Mail
Give that a go and lets see what happens

I have seen this before with signatures and the there may be ways to get to the bottom of it, however the fasted solution might be to remove the whole account the set it up again.
System Preferences > Internet Accounts > Remove the account (press the "-") > Sign back in again.
Assuming the account details do show up in Internet accounts.

I tried removing all the internet accounts over the weekend but the problem still persists.

Perhaps try creating a new user account on your computer.
Try adding your email account to the new user account.
It will be interesting to see if the problem persists with the new user account.
It doesn't have the same problem in a new user account. I even tried deleting email accounts one by one and finally deleted all, closed Mail, then added one by one. The preferences will still not appear.
I have very few extensions and those I have had for years.
Utterly confused now.

Ok, all good now.
Removed accounts
Sent com.apple.mail to the bin
Opened Mail
Added accounts (still wasn't working at this stage)
Quit Mail
Opened Mail and hey presto, it worked.
