Hi!
I updated my old trusty iPad Mini to iOS 9 because of app support. The problem is that no apps updating as current versions of them are unsupported by iOS9. But there ARE newer versions, they are simply not the latest.
How can I force updating apps to the latest available for iOS9? There must be a way

If the app developers for the apps you want no longer support their apps on your older iOS version and you want or need the apps, then you'll have to upgrade to a newer device with a more modern iOS version.
Some apps do some apps don't.
Currently, all the iOS apps I have on my 2011, 2nd gen iPad all still work and 80%-85% of my apps installed on that iPad are all still receiving regular/daily third party app updates.
Thanks, I know that workaround. But that relates to fresh installation but not update. Therefore the data will be lost
If the apps still work on your iPad, there's really nothing you can do to update to the latest versions. Do they still operate as they are? If they do, don't try to update them.
They become obsolete and unsupported by the services they work with. There's no options not to update
