Itunes bug: Moving songs between playlists adds the song to Library?

I routinely add songs from Apple Music to playlists without adding them to my song library. However when I click and drag a song from one playlist to a different one, the song is added to my library at this point. This is infuriating, because at this point removing the song from the library also removes it from my playlists and I have re-add everything back in. I have also tried right clicking on the song and selecting 'Add to playlist'

I am on Windows. I'd appreciate tips on ways to avoid the above behavior. It seems like this is a software bug, but hopefully there is a work around.

That is a little surprising, but apparently dragging from one playlist to another is not really supported in Apple Music. I assume you can add it to the second playlist per the procedure in the document, and then remove it from the first playlist.
