Hey, dgr123.

I see that you're not finding the songs you've selected using iTunes for Windows with an Apple Music subscription on your Apple devices. I'm happy to help.

Turn on iCloud Music Library with Apple Music -- For any iOS device, go to Settings > Music, and make sure that "Show Apple Music" and "iCloud Music Library" are both turned on. Make sure it's turned on in iTunes on your PC as well. Those steps are found under "On your Mac or PC".

Add and download music and video content from the Apple Music catalog -- The songs that you've added to your Apple Music library should sync from your PC to your other devices, but you can add music from those as well.

Cheers!

Perhaps there's hidden text in your post, but I don't see any reference to Apple Music in what you've typed.

So the first question is:

    • how have you added songs to your iTunes Library? Was it by:
      1. a subscription to Apple Music (as mentioned by Allen A)
      2. copying from your own audio CDs,
      3. adding existing digital music files to your Library
      4. buying songs from a digital store such as iTunes or Amazon
      5. another method?

Closely followed by the more important question:

    • do the songs play in your iTunes Library?

... and then:

    • what steps have you taken to get the music in your iTunes Library to copy onto your device - and which device is it? (Apple Music for example, will not copy onto an iPod Classic, nano or shuffle.) Have you connected the device to your computer using a cable and then - using the iTunes option of Sync, or are you trying to use Manually Manage?
    • if you are using Sync (the better method in my mind) have you set some options for what you would like to synchronise with the device? Those options are on Device/Settings/Music. See 2. and 3. in the screenshot below:

While we're here, are you using iTunes on Windows or a Mac (since you've posted in Windows but your profile says Macbook and macOS)?
