can anybody tell me were iphones be bought in america can be warranted in Apple repair center in Viet Nam

They can't. The warranty for a phone purchased in the US will only be honored in the US as a rule.
Some exceptions have been noted, but they are rare.
Take it back to the US or send it to someone you know there if your phone needs service.
