how to find my stolen phone

If the find my Iphone not enable can I still find it? because my phone got stolen and I forgot if I set it up

and the thief who stole my phone starting to hacked my FB by resetting my password.

If it shows as offline, it has been configured. The status offline indicates that the servers know about it but are unable to get any response from it.

No. If it is not set up on Find My iPhone then there is no way to located it over the web.

I think I didn't activate it because when I log in to the website and locate my phone it shows offline.
