I am unable to delete the photos on my iPhone.

Photos can only be deleted on the iPhone if they are not housed somewhere else.

The photos have been imported to my Mac but I cannot delete them from the phone. I do not use the cloud so that is not an issue.
Delete the photos on the Mac. Then sync the iPhone.
What do you mean "housed somewhere else"?
The photos are not in “Camera Roll” on your iPhone.
They’re on your iPhone because they’re synced there from elsewhere- your Mac.
