No, if you had it in pairing mode and the iPhone could not see it the only other thing I could suggest would be Settings > General > Reset > Reset Network Settings and try it again. If that doesn't work make a Genius Bar appointment and take both items with you.

It may be autoconnecting to your PS4. Turn off BT on your PS4 (and any other device you've used the controller with), put the controller in pairing mode and try again.

It is not possible at this time to connect a PS4 controller to an iPhone. Only certified Apple MFI (Made For iPhone/iPad) controllers can connect to iPhones/iPads.
