If the purchase is being declined due to a billing issue, the following support article provides suggestions to take next:


If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support


If you're encountering an alert indicating that your Apple ID has been locked or disabled for purchases, follow these steps to verify your identity and unlock your Apple ID:


If your Apple ID is locked or disabled - Apple Support


If neither scenario applies to the issue you're encountering, could you tell us more about what's happening when you try to make a purchase? If you receive an error, what does it say?

It is possible that you’ve set a Restriction that prohibits in-App purchases. You don’t mention which version of iOS you are running, so check one of the following:


iOS 11.x

Settings > Restrictions > In App Purchases - Switch to ON


iOS 12.x

Settings > Screen Time > iTunes & App Store Purchases > In-app Purchases - Set to Allow


If either of these settings are set to OFF or “Don't Allow”, then you’ll set the error that you report.
