Unable to pair Apple Watch.

I bought a used Apple Watch series 3. He unpaired and removed the watch from his iCloud account but, I’m unable to pair the watch with my iPhone 7.

When I try to pair I get a message about the watch needing an update. I press update and then I immediately get a message saying “pairing failed” unable to pair to your iPhone try again. I’m at a loss. Any suggestions?

Unless I’m understanding it wrong the i icon in the lower right corner should be white indicating that it’s unpaired (mine is white) if it was orange then that would indicate that’s it’s still paired with another phone.
