I’m trying to purchase an app, but it says purchase cannot be completed, and I wanted to know what causes this situation.

If you are also getting a message to contact iTunes Support contact them and ask them, we (i.e. fellow users) won't know why you are being told to contact them : http://www.apple.com/support/itunes/ww
