I got a bad copy and want to reload my local library with a particular album that I had already purchased.
I had already purged the album from my cloud; but I can't download the purchased album via iTunes.

The info talks about Apps, not iTune albums.
It shouldn't be too difficult to merely download ANY purchased album at ANY time.
Looks like it had already downloaded.
What region are you in? Try https://support.apple.com/en-gb/HT208167 instead. Definitely mentions music there. Hiding purchases is designed to help in the case where you don't want to see a past purchase, so you have to dig a little deeper to make it visible again.
