I beleive you a refering to a deliberate feature of Safari, whereby it will automatically open the favorites/history panel. You should be able to disable this feature as follows.


Tap the “+” icon at top-right of your Safari screen; a new tab will open. If the new tab opens with the favorites/history panel open, then the “book” icon at top-left will be highlighted in blue.


To disable this feature, from the just-opened new tab (which will be showing a page of icons corresponding to saved web pages, tap the “book” icon to remove the blue highlight - then close the tab. Next time that you tap the “+” icon to open a new tab, the favorites/history sidebar will not appear.


To reverse this action, such that the favorites/history panel does appear upon opening a new tab, simply touch the “book” icon from the new tab (the icon will again be highlighted in blue) - and close the new tab.
