iphone contact list is not shown in sequence as per Setting

In iOs 12.1.14, the contact list sequence is not shown in First, Last or Last, First as per the Setting Menu. I found there is two different icons for the default picture profile in the Contact, one is the first alpha character of the First Name and the other is a picture of people. The sequence of the contact list is shown in Picture Icon, First, Last or Picture Icon, Last, First. Please advise how can I choose or change the picture icon so that I can have the sequence in First, Last, or Last, First as it appears in my Mac Book Pro.
