I was charged at for something I didn’t buy and I would like a refund.

If it shows on your iTunes account's purchase history, and if you claim you didn't buy it (I assume you've changed the account's password if you are saying it's been hacked), try contacting iTunes Support : http://reportaproblem.apple.com or http://www.apple.com/support/itunes/ww
