I place my watch on the charger and the Apple logo comes up then goes away... over and over. What does this mean?

The Apple logo appears when the watch is rebooting. If it appears repeatedly without the watch ever completing the reboot there is a hardware problem, most likely because the battery doesn’t have enough charge to complete the reboot. Contact Apple Support (link) to arrange getting your watch checked by Apple, they will report and advise repair options after it has been examined.
