Tones not syncing to iTunes 12.9.3

Hi team, wondering if someone can help me figure out why my ringtones aren’t transferring into iTunes. I recently got the iPhone XR and wanted to start fresh so I got rid of everything in my iTunes and just did a music update but now I have no idea where my ringtones have gone. My music synced fine but I can’t seem to transfer my old ringtones into iTunes anymore :( Whenever I try to drag them into a playlist it just comes up with a red circle with a line through it and I can’t find the TONES folder anymore in my library, it’s still on my phone but there’s nothing in it and when I drag the files straight into my tones folder on my device it still comes up with the red circle. Can someone tell me what I’m doing wrong? I’ve attatched photos to help explain what I’m talking about.
