calculator is restricted and don't know how to get it back

Hi so my calculator app is not present on iPhone. but on iTunes history it says "open" as if it is there.

On control page, it won't let me press it (blacked out). I have been on the phone with apple for 2 hours on this and they cant fix it and I cant fix it. PLEASE HELP!!!!! I have reset my screen page, rest my whole phone.... HELP!
