If I understand correctly, you are trying to download iTunes content to your PC, but you are not able to. Is there an error? If you are able to download some but not all, make sure you are using the Apple ID that was used to purchase the content.

Redownload apps, music, movies, TV shows, and books from the App Store, iTunes Store, and Apple Books
