That screen is not in SYSTEM Preferences.
Make Finder the active application, such as by clicking on the Desktop.
Choose "Preferences" from The Finder menu

When I go into system preferences and general all I see is appearance, scroll bar, web browser, etc options. I don’t see the screen you sent.
