SMS text messages are part of your cellular voice provider's services. If you wish to stop getting these types of messages, you will need to work with your provider to disable or remove this service from your voice plan ... if they even offer this capability as most SMS services are bundled with voice.

SMS is a carrier feature, so perhaps you should call them.

If you have your carrier shut off your SMS service, you will also not be able to use FaceTime or iMessage. They both use silent SMS messages to activate and communicate with Apple's servers.

Tell people to stop texting you or sign up for a plan that doesn't limit your SMS messages. It's hard to find a plan these days that doesn't include unlimited text messaging... though it seems you've managed to do so.

If you are charged for sending, but NOT receiving SMS messages, then just ignore the messages.
