I have purchased a second-hand iPhone 6s plus in a car boot market but the Activation is Locked as the phone is linked to previous owner's Apple ID. I cannot find the previous owner; I’m desperate, can you please help?

Yours is only one of 5 or 6 such situations I see here everyday. :-( Since this feature is set by default on every iOS device you have to assume any used device has it set unless you can check for it in-person first.

Find My iPhone Activation Lock - This is a security feature, presumably in part to deter re-selling of stolen devices.

Turn off Find My iPhone Activation Lock (formerly: Activation Lock: Removing a device from a previous owner’s account) - An activation lock can only be removed using the log-in information for the account that applied the lock.

Get the owner of the account to remove the lock or return the device for a refund. It is otherwise useless to you.
If the owner has not provided contact information as a message showing in the login screen, there is no way to contact the owner unless the person who gave you the device knows them.

After checking my device i realized it has not been reported as stolen or lost. However, its Network Sim is Locked (saying Activation Policy Applied ); Network GSMA is Clean; and iCloud Status is also Clean. Do you have any idea about this information? Hi Limnos, thank you for your honest answer, even though the answer is a bit disappointing. It looks that I have been crooked and that my money has been wasted. But thanks anyway.
You can try another SIM, but if Find My Phone is still locked to the previous owners ID, it will likely lock again.
I am not familiar with that SIM message/state but Activation Lock is separate from whatever the SIM is doing.
