iBook publisher requirements

When I clicked a link to download the Publisher User Guide for iBooks Author, I was asked to sign in as a developer. Am I required to be renew my developer subscription in order to publish an iBook?

That shouldn't be necessary. You might want to set up an itunesconnect account. Did you use this url?
