The strangest thing keeps happening on my iPad mini. I have read about the new multitasking and have iOS 12, but I can't use Split View. Side over and using 4 fingers to open the selector works just fine, though.
In other words, my problem is that I can't "slide down" on the little gray bar in a side over app to make it Split View.

Which iPad Mini do you own? Only the iPad Mini 4 can actually utilize Multitasking (Split View).

Rbrylawski is correct.
Earlier iPad Mini 2 and 3 models only support the Slide Over screen feature and not the full 50/50 split screen mode/feature.
Certain features in every iOS version are only made available to certain iDevice models based on internal hardware specs.
