updating ios versions

how can i update my iphone 4s to ios 9? I m confused...

If it's running 7.1.2 and going to Settings>General>Software Update tells you that it is up to date, it is not a 4s, it is a 4. 7.1.2 is the end of the line for the 4.

If it IS a 4s, go to Settings>General>Software Update or plug it into your computer and update it using iTunes.
