Reinstalling MacOS, are you able to reinstall the same OS?

It seems the only way to resolve this issue with Safari is to reinstall OS. Only problem I'm having is that my bookmarks will not update. I cannot delete or add. So, I want to make sure that after I do a backup, that I will be reinstalling the SAME OS that I am running, which is ElCapitan. My MacBook Pro is from late 2011 and I do not want to upgrade OS, as it might be too harsh on processor.

Yes.

How to reinstall macOS from Recovery?

1. Start up from macOS Recovery

To start up from macOS Recovery, turn on your Mac and immediately press and hold one of the following combinations on your keyboard. Command-R is generally recommended, especially if you never installed macOS

Sierra 10.12.4 or later.

Command (⌘)-R

Install the latest macOS that was installed on your Mac.

Option-⌘-R

Upgrade to the latest macOS compatible with your Mac.

Shift-Option-⌘-R

Install the macOS that came with your Mac, or the closest version still available.

If you reinstall the OS from the Recovery Partition (command - R on a restart), you will reinstall El Capitan.

Might be a corrupt .plist.

Do a backup, preferably 2 backups on 2 separate drives.

Quit the application.

Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J.  When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder.  Select Library. Then go to Safari/Bookmarks.plist.  Move the .plist to your desktop.

Restart the computer, open the application, and test. If it works okay, delete the plist from the desktop.

If the application is the same, return the .plist to where you got it from, overwriting the newer one.
