if you forgot the passcode and it's disabled If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

if it has activation lock Turn off Find My iPhone Activation Lock - Apple Support

if you forgot your appleID password If you forgot your Apple ID password - Apple Atbalsts

if you forgot your appleID itself If you forgot your Apple ID - Apple Support

otherwise you need proof of purchase and contacting apple Contact Apple Support

and or Genius Bar Reservation and Apple Support Options - Apple
