I can’t download free apps on my phone it keeps saying billing information required or verification required or your card was declined and I know for sure I don’t owe any money to apple what can I do

When you have a card on an account it has to be a valid card, that applies to whatever you are trying to download. Either replace it with a valid card or see if you get the 'none' option so that you can remove it : Change or remove your Apple ID payment information - Apple Support
