In-app purchase failed

I purchased an in-app purchase for a one-time 900 catfood in the game “the battle cats”. However, it didn’t come through and I could not get my purchased goods. I contacted the developers and they sent me an email telling me to refund it, but when I tried to do so it tells me that it doesn’t meet the requirements for a refund. Now I have -20$ and absolutely no rewards. Could someone help?
