Merge Photos Libraries

Can several libraries be merged into one on an external hard drive without loss of data rather than using iCloud?

MacBook Pro 15", macOS 10.14

without icloud there is no way to merge libraries and keep the originals paired with the current versikbns, so that you can remove applied adjustments individually. you can export the photos and videos from one library, the edited versions and the originals., and then import them to the second library, but they will not e paired. and the albums cannot be transferred thisway. with powerphotos you can transfer the albums as well, but not smart albums and not live photos. they will be transferred as still frames. ckoud is the only way to merge the library with everything but the projects.
