iPhone XR screen glitches on start

At certain times shutting down and turning my phone back on. A glitchy strip appears on the screen for a brief period before the passcode screen is displayed. Sometimes the glitchy strip persists after restarting multiple times and changes locations when the phone is turning on followed by a flashing white light. The phone is still operable without noticeable changes after turning on.

The phone is a new phone running iOS v12.1.14 with no physical damages.

Is this occurring do to a hardware or software related problem? What are the steps I can take to make an attempt at resolving this issue before taking it to the apple store?
