I need to export my photos as HEIC from Photos for macOS Mojave 10.14.3 in order to process them with another application.
How can I do so?

To export the HEIC originals, use "File > Export > Export unmodified original".This will export a HEIC original as Heic.
If you need to export modified versions to work with them in another application, I would export in a lossless format - export them as TIFF images to get he highest quality.
Once you finished the edits in the other program you can convert the resulting image back to HEIC in Preview.

You could try the Image2Heif Converter from the AppStore. It can do batch processing, but it is not free.
Automator cannot yet confer images to HEIC. we will probably have to wait for a system upgrade.
I am converting my images to HEIC, as I go. Whenever I have externally adjusted an image and are satisfied with he results, I convert it to HEIC and import it to my iCloud Library. I keep the original in my archive library on an external drive.
Perhaps the next version of Photos will allow us to export photos as HEIC files.

Ok but what if you have 7582 images you want back to HEIC (presumably in Preview, as suggested)?

I have never tried to script Preview.
I am just opening the image in Preview and use "File > Export". We just have to remember to click the "Options" button to be able to select the HEIC format.
