Can't Add Person to Facetime either on iPhone or Mac

Family with 4 iPhones, all newer than 6S, all on 12.1.4. And a couple of Macs running Mojave 10.14.3 (In Canada.) I can Facetime one-to-one with any individual person/device, but the option to "Add Person" is greyed out for all of us, so we cannot do Group Facetime. Can't figure out why we can't add someone to do Group Facetime. Any ideas? Thank you.
