Prevent Wifi from being turned off

I wanted to ask this question even though I may know the answer.


On an iPhone running iOS 11 or higher, can a user prevent Wifi from being turned off? 


Nowadays, teenagers know how to circumvent the router and turn off Wifi to use LTE to access various sites. I know there are circumstances or situations where a user has to turn if off when they are out in public. It is too bad there is nothing in parental controls to prevent a user from turning it off.

Downtime is not the answer and doesn't prevent Settings OR wifi to be disabled. I am testing out Downtime on a phone running iOS 12 and it only restricts certain Apps but I still have access to Settings and Wifi. I am able to go into Settings and I have access to turn off Wifi or disconnect from a network.


When I go into Apps Limit and choose "All Apps & Categories", certain Apps will appear dark but visible and I can still click on the App to make it active again.


Downtime and Apps Limit doesn't resolve or restrict certain default settings in particular what I am trying to accomplish.

When you go to Settings-Wifi, you have the button to turn it OFF or ON. I want to prevent the user from either turn it off or prevent them from "Forget This Network" on the phone.


I understand this is something that cannot be changed but it would be helpful to include this in parental controls. In PC, you can restrict other settings and Apps but you can't restrict turning off Wifi. As a parent it would be helpful to include this setting when teens are at home using their phones.
