Difference between sleep and locked

When ipone xs max is locked i get no audible indication of text message arriving. Teh message is received but no sound

Do you have Do Not Disturb enabled?

Find a message notification in the Notification Center. Put your finger on it and pull to the left. Select "Manage Notifications". What are the options? If it says "Deliver Prominently", tap on that.
