There is no app with the name "iCloud." There used to be an iCloud Drive app but the current version is the "Files" app. If that doesn't help, you may want to reply with additional information.

If you use Search and cannot find the Files app, you can reinstall it as described below from Delete built-in Apple apps on your iOS 12 or later device or Apple Watch - Apple Support


Restore a built-in app that you deleted

    1. On your iOS device, go to the App Store.
    2. Search for the app. Make sure that you use the exact name of the app. Find the correct name of built-in apps.
    3. Tap  to restore the app.
    4. Wait for the app to restore, then open it from your Home screen.


Regarding viewing iCloud Photos, see the following.

If you have iCloud Photos turned on, the photos on the device are the same as on iCloud, with the possible exception that some of them may be space-saving optimized versions if you have that option turned on. You view them in the Photos app on an iOS device. You can also use a computer (or force a mobile browser to access the desktop site) and login to icloud.com and go to the Photos app there. If you didn't have iCloud Photos turned on but do have an iCloud backup, you can restore the entire phone (not just the photos) from iCloud but you cannot otherwise view the contents of the backup. iCloud: Restore or set up iOS devices from an iCloud backup
