accessibility don't show and add appicaltions

I don't know why my MacBook can't add appications in Allow the apps below

MacBook Pro 13", macOS 10.14

Open accessibility through spotlight , enter the admin password to open the lock .

And click on plus sign .


Tap the desired application , and click on open .


Click on choose .


This the method to add an application , if there are issues in adding , enter in user library > find a folder preferences > drag and drop com.apple.systempreferences.plist and com.apple.Accessibility.plist to the desktop , restart the Mac .
