I assume you mean in System Preferences > Security & Privacy > Accessibility. First make sure the padlock is unlocked. You didn't say which apps but it's possible they don't need added or they aren't coded correctly to allow them to be added.
Open accessibility through spotlight , enter the admin password to open the lock .
And click on plus sign .
Tap the desired application , and click on open .
Click on choose .
This the method to add an application , if there are issues in adding , enter in user library > find a folder preferences > drag and drop com.apple.systempreferences.plist and com.apple.Accessibility.plist to the desktop , restart the Mac .
