How do I correct error 1035 - voice mail?

I keep getting 1035 error when trying to change voicemail on new 10R. How to correct?

iPhone XR, iOS 12

I’ve found this it may be helpful Voicemail error 1035. Press and hold the "1" key on the Phone keypad. That will call your voicemail where you can set up your greeting, password and other options. I was originally getting the 1035 error then I discovered the press/hold 1 button method.

Apple sales people need to inform customers purchasing an upgrade to contact their wireless carrier to activate the new phone. Only after I contacted ATT was the problem solved.

Re:1035 error message. Wow, thanks. I had several hidden, hence unheard, VM. But why isn’t the VM icon telling me the number of unheard VM? Message icon displays a number; VM doesn’t anymore since upgrading to 10R.
