Apple ID has been blocked

Hello. Sorry for my mistake in English, I’m not a native speaker.

I try to upload my programs in my iPhone but I have received a message that my Apple ID has been blocked. But I still have access to my ID.

i tried to change my payments information but it doesn’t help.

I also changed my password.

tell me please what shoul I do to fix it?

 Apple ID disabled - Your account has been disabled in the App Store and iTunes


Contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
