Iphone 6s. iOS 12.1.4 Badges only show when apps are open. For example App store has no updates pending badge on home screen but if I open the App store the badge appears. Same with my Strava app.

Could someone tell me if it is normal not to get badges unless the app is open and I’ll move on.
Is it because I am on cellular a lot? An app just updated itself in the background in app store today whereas last week three apps were lined up to be updated. Badge “3” was visible only when I opened App Store app.
Anyone?
