iPhone/Exchange calendar sync issue

I have two iphones (Long story. Necessary for the foreseeable future).

Both are synced to my Microsoft Exchange email & calendar (my work account)

No problems with email.

Calendar:

When I create an event on my outlook calendar on my computer, it shows up on the iphone calendar.

When I create an event on the phone, it shows up on both phones, but NOT on my computer.

Here's the weirdest part: when I DELETE an appointment on my phone that has been created on the computer, it deletes on the computer as well... so the calendar is definitely syncing, both ways just not when I create a new appointment, which is, of course, the most important function of a calendar.

I've deleted the exchange account from both phones, reset network settings, reinstalled exchange account, same ****.

This infuriating first-world problem has caused me to double-book myself on several occasions, which sucks.

Anyone have any suggestions, or should I just use a paper calendar like it's the seventeenth century? I could make my entries with a quill pen. Or maybe I'll use a clay tablet and stylus.

On the phones, go to Settings>Calendar>Default Calendar.

Make sure they are both set to use your Exchange calendar as the default.

I suspect the default on the phone is iCloud, meaning when you create the event on the phone, you're not creating it in Exchange at all.
