Take a look at About Bluetooth, Wi-Fi, and cellular on your Apple Watch - Apple Support which has a few pointers to troubleshooting, but also remember your watch only uses cellular when your iPhone is out of Bluetooth range, and the watch can’t even find usable WiFi signal.
